Appeal to Peace in Congo

This Security Council meeting follows the adoption of the United Nations Security Council resolution 2773 on 21 February 2025, which condemned the continued attacks by the M23 movement in eastern Congo.

In the attacks by the M23 rebel organization and the alleged involvement of the Rwanda forces in the eastern Congo, the United Nations Security Council on the country on Thursday.

This meeting follows the adoption of the United Nations Security Council resolution 2773 on 21 February 2025, which condemned the ongoing attacks by the M23 Movement in eastern Congo and called on the end of foreign support for these groups.

Greece emphasized that there is no other solution to the conflict other than a political solution and welcomed the recent meeting between the Congo and Rwanda presidents in Doha, where they confirmed their commitment to immediate and unconditional ceasefire, as requested by Resolution 273.

She reiterated her full support to the UN mission to Congo Monusco as well as in her work, in particular in protecting civilians and ensuring the ongoing implementation of the UN MRM mechanism to address serious violations of children in armed conflict and urgent needs.

Greece has strongly condemned all forms of violations of human rights, abuse, violence against civilians, including against medical staff and humanitarian aid.

It also reiterated its commitment to the sovereignty, independence, unity and territorial integrity of the Congo.

The personal envoy of the Secretary -General in Congo, Bidu Kita, in informing her to the Security Council members said that the M23 organization guerrillas may extend to two other Congo provinces after the creation of parallel administrations in provinces of Northern Kivos and North Kivos.

The M23 organization, he said, has established a parallel administration, with appointments of rulers and mayors, confirming the link between conflicts and illegal exploitation of natural resources.

“It is imperative that all places have to comply with their commitment to silence their weapons,” he noted.

Women and children, he stressed, remain the main goals. From December 2024 to February 2025, 403 children were kidnapped, killing, amputation, sexual violence and school attacks.

“Impunity encourages repetition. It is necessary to substantiate all incidents to ensure that justice and compensation to the victims be reimbursed,” he noted.

The humanitarian situation, he said, is dramatic, with hundreds of thousands of displaced and obstacles to humanitarian aid access due to insecurity and closed airports.

“The suspension of the operation of the banking sector and the closure of airports complicate the humanitarian reaction and the daily lives of citizens,” he added.

Mrs Kita reiterated the UN mission. “Monusco remains fully committed to implementing its command. The mission has patrolled, citizen protection businesses, argued consultations that led to weapons traditions, but faces restriction of movements by the M23 organization,” he said.

The M23, he said, allows UN vehicles and staff to cross the border once a week. The mission remains willing to dialogue, he said.

“The mission reaffirms its determination to continue discussions with the government. Continuous peace can only be achieved through political solution,” he said.

The Security Council said it was still closely monitoring the situation, inviting all parties involved to engage in dialogue and to comply with international calls for peace and security in the region.
