Competition for public employees by PASYDY and Financial Council

Participation can submit people or groups of people.

The Public Service is still facing excessive bureaucracy, labyrinthine processes and complicated work flows. As a result, the service of society, the economy, and ultimately the citizen, are not at the level of us.

First, yetwho are suffering from procedures and bureaucracy, are the officials of the State themselves, who, on the one hand, have to work in a way that is time -consuming and unhappy, and on the other they become the exclusive recipients of the irritation of the citizen.

Based on the above, PASYDY and the Cyprus Financial Council announce a competition addressed to public and wider public sector executives, all levels and scales.

Participation can submit people or groups of people.

They are invited to submit specific procedures or practices that they consider to be unnecessary complex and to suggest changes by which they can be improved.

Participants may submit their proposals anonymous, surnames, or anonymously with an option to be asked again if their proposal is selected for award.

The link will be active from today until 15/04/2025. The winners of the competition will be announced at the end of April and a special event will be followed, where the results of the competition will be presented and the award will be held.

The winners of the competition will win:

  1. A trip worth 2,000 euroswith an open destination. The choice of destination and travel management will be made according to the winner’s preferences.
  2. Two (2) laptop Apple MacBook Air 2024state -of -the -art technology.

About the contest:

Targets of the Contest:

A) identifying procedures or practices that

  • are unnecessarily complex and time -consuming,
  • They afflict public sector officials,
  • reduce public productivity,
  • are increasing costs for democracy,
  • They increase the workload in the public service, with no response to the citizen.

(B) Submit proposals for

  • Improving the above procedures or practices to address the problems mentioned in point A,
  • Simplifying procedures and practices and reducing the workload in public service, without a negative response to the citizen or the deliveries of the work.

Submission of proposals:

The proposals can be made electronically to the fiscal council website, https://www.fiscalcouncil.gov.cy/en/ until 15/04/2025.

Evaluation:

The Evaluation Committee will evaluate, under the anonymity, the proposals based on the following criteria:

  1. Analysis of Existing Status (20%)
    • Is there an unnecessary waste of time and expenses, and/or workload of the officer?
    • Does the existing process/practice reduce productivity and increases the suffering of the officer?
  2. Improvement Proposal (30%)
  • Addressed to the problems of point 1?
  • Does it reduce the cost, time, discomfort and workload of the officer, without reducing the quality of services to the citizen?
  • Does it increase the productivity of public officials and/or improves the quality of services to society/citizen?
  1. Applicability (30%)
  • Can the proposal be implemented by a decision of the executive, without much delay and without extensive infrastructure?
  1. Effect (20%)
  • How great is time and spending saving, how high is it to reduce the workload and suffering of the public official and how much the services offered by the State to society/citizen?
