As DIPA MP Michalis Yakoumis points out in his explanatory memorandum, “the proposed arrangements are deemed necessary as a result of the fact that there is a rapid increase in sexual offenses to the detriment of children, which makes it imperative to act on their part. It is noted that, according to the European Union Directive on the matter, states must take the necessary measures to provide effective programs or intervention measures to prevent and minimize the risks of repetition of sexual offenses at the expense of children.
