An administrative research ordered by the Undersecretary of Social Welfare on the subject is under way to handle social well -being.

Answers to specific questions calls on letters addressed to social well -being, the Ministry of Education and the Police Commissioner for the Protection of the Rights of the Child, Despo Michaelidou, about the recently disclosed case in Larnaca.

Mrs Michaelidou told the CPC that depending on the answers, if omissions or incomplete actions were found, he would proceed with observations and recommendations. He explained that the provision of the law states that failure to answer is a criminal offense and that the answers should be given in a reasonable time.

The Commissioner said, among other things, to find out about the frequency of HRC visits to the family home, at the time, if children were interviewed without the presence of parents, if any research was carried out other than living conditions, if they were visited by school and communication with children.

As far as the Police is concerned, he calls for information on the evolution of deposits and their way of receiving them and from the HRAN he requests that the school community had contact with the parents, whether the HEKs visited the schools where the children were studying and generally if anything was observed.

Ms Michaelidou said that a 2018 predecessor report records findings on how the YCE operates and recommendations for correction of the situation “which does not allow the services to give children the appropriate care”.

“Many things have not happened and the same scene is still present,” he said, adding that “things cannot be left to evolve in this way.”

The Commissioner referred to the findings of under -staffing, the lack of specialized groups, the difficulty of determining the child’s interest, for the need to modernize laws and redefinition of procedures and for more coordination.

He also said that if the community or any relative or other was proceeded with any complaint to the police or office, the situation would be revealed much earlier. “If someone was talking in time, a preventive check would be carried out,” Mrs Michaelidou said.

He also pointed out that in order for a child to speak, a stable reference is needed and at the same time it is necessary to control and supervise officers who handle cases.
