By Friday, March 28th, Ministry of Energy, RAEK and DSMK were invited to send their comments in writing to the Energy Committee of the House on the proposal of a law on the possibility of Consumers who produce RES to utilize the energy they produce without restrictions, with the aim of leading the vote for the law. The debate today at the extraordinary meeting of the Parliamentary Energy Committee on the regulation of the issue that arose with Consumer RES energy cuts was held in some points in high tones.
At the closure of the debate it was agreed to proceed with the proposal for a law, to vote before the Easter parliamentary holiday, after comments from all parties involved were previously sent. Mr Hatzigiannis expressed the view that the Ministry of Commerce, Industry and Energy should form the basis of the text that would be voted on by the plenary, insisting that the text should be completed immediately.
The ministry in the note presented to the Commission expressed its agreement with the law proposal. In agreement with the spirit and purpose of the proposal of the law, RAEK also expressed.
The Transmission and Distribution System Operators expressed in their note to the Commission reservations to maintain system security and requested that the law proposal be amended in such a way as to ensure that it can be cut “when required for the safe and reliable operation of the systems”.
The meeting also highlighted technical issues related to the technological conditions needed to be able to select self -consumers through RES the “Zero Export” function, that is, zero extraction of the energy produced and its use to meet the needs of the self -conscious.
In addition, DSMK officials noted that in order for a self -conscious self -conscious to be sure, the choice of “Zero Export” should have in mind what the order will be made in the order in which the cuts will be made when needed to do so.
Members of the Commission, while agreeing to the need for legislation, have called for more time to be given to the parties involved to consult to clarify the wording of the details of the implementation of the measure.
AKEL MP Costas Costas suggested that two weeks be given time for this purpose, and Ecologists MP Stavros Papadouris expressed the view that the time extension would be useful, even if the interval is shorter, for the sake of time.
Mr Hatzigiannis pointed out the need to immediately safeguard the right to self -consumption, he said, underlining his intention to complete the discussion of the text at the Commission meeting, based on the Ministry’s recommendations.
He noted that the issue is with the amendment of the legislation to ensure that during the zero export, self -consumers can consume energy for their own needs, without any restrictions.
Due to the dimension of views among the members of the possibility and need to continue the debate, but also because of the reservations expressed by some of the guests in the Commission, the tones were uploaded several times at the meeting.
Upon completion of the debate and after the form of the formation of the text of the proposal, the three parties involved, the Ministry, the Ministry, the RAEK and the DSMK to send their comments to the Commission until next Friday, March 28, were asked to be able to submit to the two.
