
Commission announcement of the 150 pan -European projects selected in the context of the average technical support for 2025 – the projects concerning Cyprus.
Technical support for the preparation of a island spatial plan, for the implementation of a smart electricity distribution system, to develop a strategy for defense industry, tackling the loss of drinking water and taking measures against the deficiencies in the basic skills in education, including 14 projects that will include 135 projects by (Technical Support Instrument).
According to a Commission’s announcement, the 150 pan -European projects selected in the context of the average technical support for 2025 are intended to provide technical support to the Member States to prepare, design and implement a total of 390 reforms.
Selected projects are to support reforms in key areas of priority to enhance durability and competitiveness and improve quality of life. Two -thirds of the projects are linked to 15 EU flagship projects aimed at tackling Member States’ common needs for reforms, such as improving the quality of public administration, improving the business environment for small and medium -sized enterprises, and adapting energy systems to green and digital transitions.
The technical support mechanism provides personalized expertise to the principles of the Member States, on the basis of applications that Member States submit each year. Support is not provided as funding, but as a contribution of technical expertise through for example technical advice, studies, training or expert missions.
To date, Cyprus has received technical support for the implementation of 96 reforms, in 11 areas of policy such as public administration, regulatory framework, public spending, financial alphabetism, health and education, and special emphasis has been placed on digitization in the private and public sectors.
Works concerning Cyprus
The 14 projects related to Cyprus include six projects to support reforms that only influence the country, and eight more related to cross -border projects.
The six projects in which the EU will contribute through the technical support mechanism are: the development of a spatial plan for the whole of Cyprus (island), technical support for green and smart electricity distribution in Cyprus, – support of a national defense industry for the Cypriot Republic, which cause to reduce the basic skills of secondary education students in Cyprus and to effectively implement policy measures to tackle the phenomenon.
Furthermore, participation in one of the “iconic projects” of the TSI mechanism for the year 2025, which concerns the participation in the European Academy of Digital Financial Supervision (EU-SDFA), through which the competent authorities of the Member States receive support to enhance their capacity in the field of digital financial services.
The eight projects that are included in projects involving other Member States:
– Technical Support for Public Procurement Data Station, with the aim of drawing up EU data table for public contracts below the threshold, increasing market competitiveness and promoting the rule of law,
– documented policy form for green and digital transition
– Applying effective green practices in the context of budget training in Cyprus
– Improving the capacity of Member States to effectively apply global minimum tax rules for multinational companies (Pillar Directive 2),
– Total housing policy overview and strategic reform for sustainable and affordable housing in Cyprus,
– Participation in the second edition of the European Academy of Digital Financial Supervisory (EU-SDFA) for the period 2025 to 2028,
– Participation in the European Security Security Strategy (in accordance with Regulation (EC) 725/2004 and Directive 2005/65/EC) and
– Participation in the European Strategy for Strategic Labor Planning.
Pan -European priorities
Projects selected under the TSI for 2025 include support for 109 reforms related to enhancing competitiveness, by improving the business environment, reducing gaps in innovation, promoting a zero -green economy of the greenhouse gases, and promoting EU economic security.
For example, the mechanism will support 38 reforms in 22 Member States to reduce the unnecessary administrative burden for small and medium -sized enterprises, and to promote the newly established businesses and businesses that extend their activities to be more productive, competitive and durable.
There is also support for over 130 reforms to support digital transition, with great emphasis on artificial intelligence and innovative technologies. For example, with the project “Futureproof Education”, the technical support mechanism will support schools in Germany, Sweden and Ireland to develop guidelines for its responsible and substantial use of TN in schools, as well as for the creation of alphabetism programs in TN.
The package also includes support in 40 projects involving more than one Member States aimed at developing common approaches and exchange of optimum practices. For example, 14 Member States will cooperate on the effective implementation of EU tax legislation to modernize and simplify tax and customs procedures and reduce administrative burden for small and medium -sized enterprises.
Also, 119 reforms covered by the package relate to the strengthening of the potential of public administrations of the Member States and transnational cooperation. The Commission promotes through the Compact initiative, approved in October 2023, the efforts of the Member States to converge on the coverage of empty skills and to move on with the digital and green transition.
